Ron Robbins - NBEOC Manager, Logistics Management Directorate, Office of Business, Industry, Infrastructure & Integration (OB3I)
As manager of FEMAs National Business Emergency Operations Center (NBEOC), leads a team to improve information sharing, collaboration and coordination between FEMA, Federal interagency partners, and the private sector during disaster preparedness, response and recovery efforts. The NBEOC is a virtual organization that serves as FEMAs clearinghouse for two-way information sharing between public and private sector stakeholders in preparing for, responding to, and recovering from disasters.  Internally fosters collaboration and communication with senior leadership across FEMA programs involving private sector coordination and engagement.

This position continues a career in both the United States Army  and corporate/government arenas, concentrating in logistics & materiel management as well as program & training management, culminating most recently as the Deputy Chief of Staff, National Guard Affairs, US Army Ordnance School at the Army Combined Arms Support Command, Fort Lee, Virginia.  I was baptized into the emergency management/disaster response arena supporting Hurricanes Katrina & Rita as a Logistics Management Officer with the National Guard Bureau J4 (Logistics and Engineering Directorate) in the Army National Guard Joint Logistics Operations Center.

During a career in the Army National Guard, both full time Federal Civil Service and Active Duty, served in a diverse array of military and command assignments at the National Guard Bureau, Arlington, VA which included assignments as Executive Officer, Army National Guard Operational Contracting Division, Logistics Management Officer, NBG J4, Joint Logistics and Engineering Directorate, and Logistics Management Officer, ARNG Logistics Management Directorate, RFID Program Manager, responsible for executing $26M remote equipment identification program.  

Previously worked in the private sector at the Premarc Corporation, serving as Director, Fleet and Materiel Management, responsible for managing three geographically separated maintenance facilities with a staff more than 40 personnel.  Managed and maintained a $50M fleet of trucks and equipment totaling over 400 units.  Successfully implemented and installed a centralized/automated fleet maintenance and inventory management control system, resulting in a 25% annual supply cost savings.    

A graduate of Central Michigan University with a master’s degree in Acquisitions Management, and Davenport University, with a bachelor’s in business administration.  Married to Paige Quillin and reside in Waldorf, MD with our sons, Shane, Brett and Carson, and our rescue dogs – Gunner and Phoebe.

Rob coordinates FEMA’s efforts to engage, integrate, innovate, and operate with business, industry and infrastructure owners and operators. His expertise spans the public and private sectors in emergency management, business, and the military. He is passionate about building private-public partnerships.
Through the National Business Emergency Operations Center (NBEOC), more than 800 national  organizations coordinate and collaborate during disasters forming a nationa at all levels focussed on aligning efforts before, during, and after disasters. His leadership shifted FEMA’s focus private sector coordination into the operational realm following the historic 2017 hurricanes and wildfires where he spearheaded the approach that would eventually become the new Emergency Support Function (ESF)-14 – Cross Sector Business and Infrastructure. During the height of Hurricane Maria response, he formed the Puerto Rico BEOC to support lifeline stabilization, supply chain alignment, and the flow of commerce. He is a primary author of the ESF and leads FEMA’s role as Primary Agency. 

As Homeland Security Advisor to Ohio’s Governor, he created the standing Cyber Security Working Group; wrote the first cyber-security strategy; and matured the collaborative review of homeland security progress through the States Homeland Security Advisory Committee to mitigate future threats. He integrated Ohio’s counter-terrorism, prevention, and infrastructure protection efforts into a cohesive statewide program improving information-sharing through three fusion centers and 936 law enforcement agencies. In state emergency management leadership roles, Rob improved Ohio’s response and readiness. He led Ohio’s public affairs response to eight federally declared disasters; coordinated development of the initial Ohio pandemic response plan within 90 days; established the mechanism to coordinate information sharing between the state intelligence fusion and emergency operations centers;  developed the state’s first common operating picture and private sector coordination cell in the State EOC; and completed Ohio’s first post-9/11 Continuity of Operations and Continuity of Government plans. 

At Booz Allen Hamilton, Rob advised clients in the Department of Defense, the Department of Homeland Security, and Federal Emergency Management Agency. He served on the National Emergency Managers Association (NEMA) Private Sector Committee.  At a top 50 defense firm, he  implemented the plan that enabled uninterrupted $1.3B contract support to operations in Afghanistan supporting the warfighter. As a consultant, he developed a national emergency management program for a Latin American country.

After 9/11, he left law school to attend Army Officer Candidate School and deployed to Iraq as an Infantry Officer where he developed and executed the theater blueprint for reintegration that contributed to the success of the Surge disrupting Al-Qaeda operations. He also led search and relief missions in Mississippi and New Orleans immediately after Hurricane Katrina.

Rob earned a Bachelor of Arts in Political Science from Kent State University and an Executive Masters of Business Administration from the University of Maryland. He is an Honor Graduate of the US Army Infantry Center’s Officer Candidate School, trained as an Emergency Management Accreditation Program (EMAP) assessor, and also completed the 4th Cohort of the Emergency Management Executive Academy.

CAPT Robert W. Hayes, USPHS, Director, IHS National Supply Service Center
Robert W. Hayes holds the rank of CAPTAIN in the Commissioned Corps of the United States Public Health Service and serves as the Director of the Indian Health Service (IHS) National Supply Service Center (NSSC) located in Oklahoma City, OK.  As the IHS-NSSC Director, CAPT Hayes coordinates $750 million in annual purchases of pharmaceuticals and medical supplies which are distributed to over 400 Indian Hospitals, Health Centers, Clinics, and health stations located in 35 states and used to care for the Agency’s 2.6 million American Indian and Alaskan Native beneficiaries. 

CAPT Hayes is a 1997 graduate of the University of Oklahoma, College of Pharmacy.  He serves as the Agency Principal Consultant for Pharmacy Benefits Management and Pharmaceutical and medical supply chain logistics.  CAPT Hayes represents the Agency on numerous federal committees, workgroups, and taskforces, including the Federal Pharmacy Executive Steering Committee (FPESC), Acquisition and Medical Material Management Workgroup (AMMMWG), The VA Pharmacy & Therapeutics (P&T) Committee, The DoD P&T Committee, and was the HHS Representative on the 2015 White House Category Management Workgroup for Pharmaceuticals and Medical Supplies.  In September of 2018 CAPT Hayes served as the Agency Representative to the CDC PAN FLU Exercise “Crimson Contagion” event in Atlanta, GA. During the COVID-19 Pandemic response CAPT Hayes has overseen the distribution of over 95 million units of PPE, Lab testing products, therapeutics, and vaccines.  More recently, CAPT Hayes served as the IHS Liaison Officer and Senior Advisor on the American Indian and Alaskan Native population at the Countermeasure Acceleration Group (Formerly Operation Warp Speed) where he was awarded the Defense Meritorious Service Medal for his efforts. 

CAPT Michael Crockett, RPh, MBA, Chief, Pharmacy Logistics Support, Federal Bureau of Prisons
CAPT Michael Crockett serves as Chief, Pharmacy Logistics Support for the Federal Bureau of Prisons, Washington DC. CAPT Crockett represents the BOP pharmacy program to numerous external stakeholders and organizations to include: FDA Drug Safety Oversight Board, Federal Pharmacy Executive Steering Committee, as well as numerous collaborations with the Department of Veterans Affairs – National Acquisitions Center, Indian Health Services – National Supply Service Center, and American Pharmacists Association. Most recently CAPT Crockett was detailed to Operation Warp Speed from September 2020 to March 2021 as the Liaison Officer representing the BOP and serving as an SME in the field of correctional health. CAPT Crockett was awarded the Defense Meritorious Service Medal for his efforts at the conclusion of this assignment.

CAPT Crockett began his career with the Federal Bureau of Prisons in 2005, serving as Chief Pharmacist at the Federal Correctional Complex, Pollock Louisiana. CAPT Crockett pioneered the BOP remote fill pharmacy program beginning with two sites and continually growing, to ultimately serve approximately 10% of the entire BOP population pharmacy needs.

In 2017, CAPT Crockett was promoted to his current position of Chief, Pharmacy Logistics Support. In this role, CAPT Crockett is responsible for compiling and analyzing all pharmaceutical purchases for the BOP, totaling approximately $150 million annually with the goal of maximizing cost-avoidance. CAPT Crockett achieves maximal cost-avoidance by developing relationships with industry partners in an effort to create mutually beneficial outcomes. Temporary Price Reductions (TPRs) are a key mechanism to achieve this goal, totaling over $200 million in cost-avoidance from fiscal year 2018 to present. CAPT Crockett was recognized for these efforts on October 23, 2019 as the recipient of the U.S. Attorney General’s Award for Meritorious Public Service.
