This Study Group will exchange ideas and information about representing taxpayer before the IRS in collection and examination matters as well as IRS liens. Marty Davidoff and Alison Gadoua of Prager Metis CPAs will facilitate. Presentations will be limited to 30 minutes allowing a round table discussion for the remainder of the program.

Dawn Harris became the Director of the Civil Enforcement Advice and Support Operations (CEASO) on March 1, 2021. CEASO is part of the Field Collection organization within the Small Business/Self Employed Operating Division.  Dawn provides executive oversight for a national impact organization supporting internal customers (predominantly Revenue Officers but also Counsel, SBSE Exam, and DOJ) as well as external customers (taxpayers and practitioners). 

 

Prior to joining CEASO, Dawn was a Field Collection Director for the Southwest Area covering the states of Hawaii, Arizona, New Mexico, Colorado, Nevada, Utah, and the southern half of California. She provided executive oversight to 5 general program territories and one ATAT territory. Dawn joined the permanent SES ranks effective October 1, 2017 but had been in the role of an Executive since January 2013.

 

Dawn started as a Revenue Officer in 1991 in Santa Ana, California, a week after she graduated from college with a Bachelor of Science Degree in Business Management. Dawn worked as either a Revenue Officer or an Offer in Compromise Specialist for 12 years in California, Minnesota, and Arizona.

 

During that time, she had various coaching and teaching assignments. In 2003, she joined the frontline manager ranks in Arizona managing experienced Revenue Officers including Revenue Officers working Abusive Trust cases. 

She was selected for the Senior Manager Readiness Program in May 2007 and was selected as a permanent Territory Manager in Columbus, Ohio in December 2007. She graduated from the summer 2014 Candidate Development Program.

Dawn enjoys spending time with her husband and two sons traveling and walking their 2 dogs.  


Guy Esposito is the Advisory Group Manager of the Civil Enforcement Advice and Support Operations (CEASO). Duties/Responsibilities and any areas of Specialization: Advisory, Group Manager, New Jersey

Other Relevant Information: Revenue Officer since 1991 NYC, NY. Assigned to Offers and Compromise, Cherry Hill, NJ 2001-2004. Assigned to Advisory in 2007 Freehold NJ. Manager of Advisory Freehold, NJ Since 2009.

 

E. Martin Davidoff is the Partner-in-Charge – National Tax Controversy Practice of Prager Metis CPAs, a member of Prager Metis International Group. He has been practicing in the accounting industry for over 40 years.

Marty is a renowned expert in IRS and State tax controversy resolution as well as State and Federal income tax matters and Federal tax lien withdrawals. He has written over 30 articles on IRS representation in CPA Magazine and spoken on various tax issues on platforms including Fox News, WPIX and a number of radio shows. In addition, Marty is experienced in business start-ups, tax planning for both individuals and businesses, and the taxation of S-corporations and limited liability companies.

Alison Gadoua is a Tax Controversy Specialist for E. Martin Davidoff, Attorney at Law who works remotely from Maryland. Alison has over 20 years of experience in resolving IRS and State Tax controversy issues and assisting clients in maintaining business and individual tax compliance. Utilizing her strong written, oral and managerial skills, Alison works directly on a large inventory of the firm’s most complex, high-dollar cases achieving much success in Offers in Compromise and Examinations, as well as positive outcomes with the Office of IRS Appeals in collection matters. She is also responsible for the coordination and organization of tax return materials for some of our major clients during tax season.
