Webinar Summary

The concept of “build back better” leverages the regular occurrence of disasters to improve future design and operation of complex systems such as marine capture fisheries. In the Caribbean, hurricanes are becoming more intense and more frequent as sea water temperatures rise in response to climate change. Hurricanes disrupt fishing operations by destroying gear, boats, and shore-based infrastructure as well as threatening the livelihoods and lives of fishers The goal of the Caribbean Ocean and Aquaculture Sustainability faciliTy (or COAST) is to identify ways to improve sustainable fishing practice before a disaster, and to ensure that the fisheries industry is reconstructed quickly after a disaster. This presentation will describe why and how the COAST insurance scheme was created, and provide a roadmap for how environmental engineers and scientists can and should use climate insurance and other financial instruments to promote improvements in complex systems as part of achieving sustainable development.

About the Presenter

Professor Daniel B. Oerther (pronounced O’thur), PhD, PE, BCEE, BCES, CEng, CEnv, is the President-elect of the American Academy of Environmental Engineers and Scientists (AAEES) and the Deputy-chair of the Chartered Institute of Environmental Health (CIEH, in the United Kingdom).

From 2014 through 2019, Dan was a senior science advisor to Secretaries of State Kerry, Tillerson, and Pompeo, providing leadership and technical expertise to create COAST – the Caribbean Ocean and Aquaculture Sustainability faciliTy. COAST is the first use of parametric climate insurance to promote food and nutrition security supporting sustainable development in the marine capture fisheries of the Caribbean sea. In 2020, COAST received the Honor Award in Environmental Sustainability from the AAEES, and in 2020, Professor Oerther was named a Highly Commended Finalist in the Environmental Professional of the Year competition of the Society for the Environment (in the UK).
